Quandary – a state of uncertainty; perplexing situation or position; dilemma

There exist today a very serious and terribly confusing quandary facing all people interested in the improvement of education. On one hand we say we want to encourage creativity on the part of teachers. On the other, we do absolutely nothing to translate that creativity into a program or product that will have continuing positive effect on the educational system as a whole.
